There are four basic criterion for world community grants: sustainability, helps the poorest of the poor, eligibility for matching grants and other leveraging opportunities, and an emphasis on Rotary Cooperative projects on a person-to-person basis.

There are six priorities for grants: water, sanitation, health, agriculture, education and micro-enterprise.
